Prominent Washington County businessman and entrepreneur, Thomas Philip Barnhart Stout, 75, passed peacefully at Kindred Care Hospital, Oakdale, on Monday, August 8, 2011, following a lengthy illness.
Mr. Stout was born November 19, 1935 in Washington, PA. He was the eldest of seven children born to the late William B. and Mary Watkins Stout.
He was a 1953 graduate of Claysville High School and attended San Bernardino Community College, San Bernardino, CA and California University of PA.
Mr. Stout is survived by his wife, Diann Rivelle Stout of McMurray, PA; In-laws, Nicholas and Joann Rivelle and brother-in-law Nick Rivelle, of Midland, Beaver County, PA. He is further survived by daughter, Stephanie Otto (Ted) of Harrisburg, PA; daughter, Jenice McDowell of Washington, PA; and son Steven Stout (Lynne) of Washington, PA., and six grandchildren, Sydney and Ted Otto of Harrisburg, PA; Curran and Mackenzie McDowell of Washington, PA; and Philip and Adam Stout of Washington, PA. Also surviving are four siblings, Senator J. Barry Stout (Lenore), Bentleyville, PA; William M. Stout (Saundra), Eighty-Four, PA; D. Gary Stout (Donna), Atlanta GA; and Cindy Stout-Marsteller, Washington, PA; as well as former wife Jean Sprowls Stout, Washington, PA and numerous nieces and nephews.
Mr. Stout was preceded in death by a brother, James A. Stout (Betty), and a sister, Jane Stout Rupert (Jim).
Mr. Stout began a very long and highly regarded career in the railroad construction industry when in 1957 he joined Atlas Railroad Construction Co, his familyâs construction business. Along with the talents and energies of many highly valued employees, Mr. Stout helped guide Atlas from meager beginnings to become one of the premier railroad contracting firms in the United States.
His all encompassing enthusiasm for business was well known to all who had the privilege of knowing and working with him. He always said, âWork is my hobbyâ.
In 1984, along with his brother Barry and son Steven, Mr. Stout broadened his business base by establishing Stout Group Ltd., with subsidiaries Atlas Services Corporation and Marta Track Constructors.
Mr. Stout was one of the founding partners of real estate development group, United Washington Associates, which created the Washington Square Complex in North Franklin Township, PA, home to among others, Consol Energy Park, Washington & Jefferson Collegeâs sports complex, Advanced Orthopedics Surgical Hospital and Angeloâs Restaurant.
His entrepreneurial skills and business expertise allowed him to be a mentor and advisor to many. He was proud to have employed hundreds of residents of Western Pennsylvania and West Virginia for many years and always credited his business success to the people with whom he worked. He worked tirelessly to provide for his family and friends and was a generous supporter of his community.
Mr. Stout served as the national president of the National Railroad Construction and Maintenance Association in 1992. In 2003 he was honored with the associationâs Lifetime Achievement Award, for his direct and positive impact in the railroad industry through his dedication, initiative and innovations.
Mr. Stout also served on many Boards throughout his prestigious career including the Washington County United Way, the Council of Trustees at California University of PA and the Liberty Mutual Insurance Advisory Board.
Mr. Stout was a member of the Beallsville Lodge #237, F.& A.M. and associated Masonic organizations, the George Washington Chapter of the Sons of the American Revolution and The Pennsylvania Society.
Mr. Stoutâs leadership was recognized when he received the Family Business of the Year Award from the University of Pittsburgh's Katz School of Business in 1998 and an honorary Doctorate of Humanities from Washington and Jefferson College in 2003.
Possessing a strong passion for politics, he was a lifelong Democrat and was actively involved with the Democratic National Committee during the Clinton Administration. He was extremely proud to have served as a political advisor to his brother, former Pennsylvania State Senator J. Barry Stout throughout his long political career.
